Welcome to the Directorate of Electronic Learning Administration (e-Learning)

In an era defined by rapid technological advancement and digital transformation, higher education must evolve to meet the needs of a dynamic world. Our mission is to position our university at the forefront of digital education. Aligned closely with the university’s core vision and national education policies, the Directorate serves as the strategic hub for designing, implementing, and cultivating a world-class online learning ecosystem.

Our mandate is built upon four foundational pillars: Innovation, Quality, Collaboration, and Research.

  • Academic Excellence & Instructional Innovation: We are dedicated to empowering our faculty and students. By providing comprehensive training on cutting-edge instructional technologies and assisting instructors in designing interactive, multimedia-rich learning materials, we ensure our digital classrooms promote active student participation and academic rigor.
  • Robust & Secure Technological Infrastructure: In close coordination with the university’s ICT department, we oversee the integration of secure, scalable, and reliable online learning platforms, digital libraries, and advanced educational tools to guarantee a seamless user experience.
  • Governance, Quality Assurance, and Policy: To protect the integrity of our academic offerings, we formulate and enforce comprehensive e-learning policies. We are committed to maintaining strict quality standards, ensuring data privacy, upholding copyright compliance, and preventing plagiarism across all digital programs.

Continuous improvement drives our operation. By establishing rigorous evaluation metrics and consistently gathering feedback from our students, faculty, and stakeholders, we refine our services to maintain the highest standard of delivery. We also maintain a transparent channel of accountability, providing regular strategic updates to the Vice President for Academic Affairs (VPAA) and university leadership.

3. Duties and Responsibility

  1. The Office of Electronic Learning Administration shall be at the directorate level and led by a Director.Duties and Responsibilities office of the e-Learning Administration.
  2. Develop and implement online-learning strategies aligned with university mission and vision and national education policies;
  3. Provide leadership in incorporating technology into curricula, ensuring innovative and successful online-leaning teaching methods;
  4. Oversee the design, development, and evaluation of online-leaning programs, ensuring they meet quality standards;
  5. Collaborate with the university ICT to create and maintain effective online-leaning platforms, tools, and digital libraries
  6. Ensure that online-leaning systems are secure, scalable, and reliable;
  7.  Promote and integrate new technology to improve e- learning experiences;
  8. Develop and maintain online-leaning documentation;
  9. Develop and coordinate online-leaning training for faculty and staff on instructional technologies and online-leaning teaching methods;
  10. Assist faculty members in designing and creating engaging online-leaning materials enriched with interactive features and multimedia elements, such as videos, animations, and interactive quizzes, to enhance the online-leaning experience and promote active student participation;
  11.  Formulate comprehensive the university policies to guide online learning, addressing critical areas such as copyright compliance, prevention of plagiarism, and ensuring data privacy;
  12.  Promote research in online-leaning methodologies and technologies, contributing to the institution’s knowledge base;
  13.  Encourage research on online-leaning methodologies and technologies to enhance the institution’s knowledge base and improve digital education practices;
  14. Partner with other institutions, government agencies, and industry leaders to advance online leaning initiatives;
  15. Obtain funding through grants and partnerships to support online-leaning initiatives;
  16. Create metrics to evaluate the impact and effectiveness of online-leaning programs at the university;
  17. Provide regular updates to VPAA and the university academic leaders on the progress and challenges of online-leaning initiatives and
  18. Consistently collect feedback from stakeholders/faculty/staff to enhance and refine online leaning services.
  19. Perform such other tasks consistent with the mission of the Office as may be assigned to it by the Vice President for academic Affair.

Other Responsibilities from e-SHE side

  1. Planning

Prepare an institution-wide e-learning annual implementation plan, coordinate the initiative, monitor and evaluate its implementation, and develop performance reports.

Collaborate with university management and officials at the college/academic department level to cascade the e-learning efforts.

  • eLearning System

Collaborate with the e-SHE team (ASU) to finalize and test the customization of the e-learning platform and gain access to a fully customized e-learning platform (LMS/SIS) for the universities.

Ensure the creation of institutional email accounts for instructors and students.

Coordinate the effort to create access to the e-learning platform for instructors and students to participate in training programs.

Coordinate the effort to create access for administrative and registrar staff/their respective universities.

Collaborate with the e-SHE team to train IT trainers and platform administrators in e-SHE’s IT support staff training.

  • Human Resource Development

Prepare training plans and coordinate MCT ToTs and Graduate Certificate Training.

Closely work with MCT ToTs and GCTs to ensure the cascading of the training at the institutional level.

Prepare a student training plan and coordinate the process, ensuring all university students access the platform and participate in existing and future online courses.

Work closely with the institution’s leadership, colleges, and deans to ensure they take responsibility for training their college and department instructors and students.

Continuously create awareness among students and instructors about the training programs and courses, organize student account activation campaigns and schedules, and report to the university and e-SHE.

  • Policy and Institutionalization

Establish an appropriate organizational structure and system to support eLearning/digitization.

Diagnose the alignment of university policies, strategies, legislation, and bylaws with the national eLearning and digitization policies, guidelines, directives, and. Adopt university policies, strategies, legislation, and bylaws as deemed appropriate to comply with the national requirements.

Create awareness for the adoption of appropriate E-learning policies, strategies, and guidelines in the Institution.

  • Digital Content Development and Multimedia Studio

Create awareness about the digital content production and resource center, sharing standard operations (SOPs)s to the relevant personnel in your university.

Follow up on the utilization of the resource center in the university or in the cluster and flag issues that need the e-SHE team’s intervention.

  • Cross-cutting Issues

Coordinate the implementation of the program to ensure that its design, execution, and institutionalization prioritize inclusion, equity, and diversity.

 Ensure that the program actively targets the inclusion of women, people with disabilities, and marginalized groups.

Establish youth advisory groups that serve as catalysts for integrating youth agency into the program.

Higher Education Institutions
Electronic Learning Implementation Directive
Directive No.1044/2025

The structural organization of eLearning in higher education institutions will be as follows.

  1. Office of eLearning Administration;
  2. eLearning Commission;
  3. Office of the University Registrar;
  4. Education Quality Improvement Office;
  5. College or Institute or Faculty;
  6. Office of Information and Communication Technology;
  7. Continuing and Distance Education Office;
  8. University Libraries; and
  9. College eLearning Coordinator.

Office of eLearning administration

The office of eLearning administration will be organized as follows:

1. The eLearning administration office will have its director, appropriate office and support staff and accountable to the vice president for academic affairs

2. Depending on the condition and capacity of the institution, if it has several colleges or is connected to several colleges, the university may have an eLearning coordinator in each college. 3. The eLearning administration works in collaboration with all academic departments.

eLearning Commission

1. The members of the commission are as follows

  1. The Director of eLearning Administration shall be the chairperson;
  2. A College or Institute or Faculty will have each one coordinator;
  3. Head of Information and Communications Technology Office;
  4. Head of Education Quality Improvement Office;
  5. Head of the Registrar’s office.

2. The secretary will be elected among the members of the commission.

3. A quorum is fulfilled to hold a meeting if half of the members of the commission are present.

College or Institute or Faculty Coordination

1. The eLearning coordinator will be selected among the College or Institute or Faculty members of the college based on institutional procedure.

2. The rank of the College or Institute or Faculty Coordinator shall be equivalent to that of the Education Department Heads of the College.

3. Depending on the scope and nature of the eLearning programs, a coordinator may be appointed at the department level upon the review and approval by the academic commission of the College or Institute or Faculty.
