Community Service and University Industry Linkage Directorate

 Message from the Directorate:

Directorate of Community Service and University Industry Linkage values all the efforts done by the Colleges Deans, Department heads and the academic staffs to engage in the community Service from the establishment of the University. The interest of the academic staffs to participate in the community engagement is dynamically increasing from year to year.

The impacts that we make in our participation to solve societal problems shall be assessed and evaluated. The more we make the participation demand driven of the society the more we satisfy them.

We have to focus to address the poor and hence to accomplish the mission and vision of Arsi University.

I greatly hope that our shared efforts we bring change at the grass roots. Let’s us join together to bring synergy and great results.

                                                 Introduction

Community Service and University Industry Linkage Directorate is one of the three pillars of the university’s structure. With the mobilization of the university’s academic staffs and students, the directorate has been executing various community service projects. The directorate also has made linkages with various industries to facilitate different collaborative works.

                                                                                           Responsibility of the directorate

The Community Service and University Industry Linkage Directorate has the following Responsibilities:

v  Coordinate, facilitate and guide Community and consultancy services to be provided by academic staff of various academic units of the University;

v  Deliver community and consultancy services to various stakeholders in the areas of their needs and requests;

v  Proactively promote community and consultancy services on various professional and technical areas, and provide the services competitively with best quality;

v  Facilitate that the participating departments/schools/centers, colleges and involved external partners benefit from financial rewards, recognition, experience sharing and feedback and lessons;

v  Ensures that the University benefit financially from the consultancy services provided to various organizations and communities;

v  Guide and support department community services and development committees in their efforts to facilitate the solicitation and delivery of community and consultancy services in the areas of excellence of the department;

v  Keep record of community and consultancy services rendered; and

v  Make regular follow-up and monitoring of community and consultancy activities and cause academic units submit annual report to it.

v  Create linkages between the university and external agencies, Industries and harmonizing the integration of mutual operations & benefits of the parties.

v  Link the industries to Arsi University aiming to contract paid cooperation projects executed within Arsi University by its staff and with student contributions wherever possible.

v  Promotes and develops university-industry exchange programs and support the students’ internship program and Instructors’ externship program;

v  Identify the problems of the Industry, enterprises, and other groups of community for possible research undertakings by the relevant units of the university

v  Initiate a collaborative research projects between the Industry and the University.

v  Develop short, medium, and long term plan for university consultancy and community service.

v  Identify markets for consultancy services in collaboration with relevant units of the University.

v  Prepare contract formats and ensure their implementation in consultancy services rendered by units of the University.

v  Develop and, when approved, by the Senate, communicate university consultancy and community service policy; and Receive complaints and take the necessary measures, in accordance with the rules and regulations of the University.

                                                                                           Structure of the Directorate

The directorate is subjected to subject to Research and Community Service Vice president. The directorate has two coordinators viz. Community service coordinator and, Consultancy Service & University-Industry Linkage Coordinator.                                                                                              Activity performed by the Directorate

Since the establishment of the university, the directorate has carried out the following activities:

v  Established the community service and Consultancy Service guidelines,

v  Facilitated Memorandum of Understanding between the University and different organizations,

v  Created linkages with various industries to facilitate collaborative works,

v  Initiated the university’s colleges to prepare different community service project works and executed various community service works in health, agriculture, environment, education, socio-economic and legal service areas.

Accordingly,

  • Took leading role of Ziway Lake watershed management activities and have been carried assessment studies.
  • Called community service projects proposal to the colleges in the last three years,
  • Followed up the implementation of the projects in the field
  • Render the Lake Ziway watershed management activities, study survey in the field by forming committee of expertise to produce guiding document to make the lake safe from pollution, increase the water level and to make good environment for the fish population in the lake,
  • University - Industry linkage is formed between 40 industries collaboration with Food, Beverage and Pharmaceutical Industry Development Institute, prepared two forums in Asella town on which different stakeholders and Industries participated.
  • Made linkage with the Institute of Meat and Dairy Development and participate in forum and elected as chair of the committee; in which in the future is planned to interfere in the activity,
  • Facilitate different Memorandum of Understandings between our university and different organizations such as Rivft Valley Lakes Basin authority, Ethiopian Biodiversity Institute, and other non-governmental and governmental organizations;
  • Support and follow up the implementations of Free legal Services,
  • Support and follow up in the creation of two high Schools to be Model High Schools in Asella town,
  • Supporting the Prison Administration to improve the lives of the poor prisoners per se,
  • Assisting with budget the University HIV-AIDS Directorate to carry out the dynamics of HIV-AIDS in our zone for the last ten years in order to intervene with Community Service works.

                                                             Objectives of the Directorate are:

  • To mobilize available resources for community engagement services to be undertaken through strong linkage and partnership.
  • To disseminate the principle and output of community engagement which enable stakeholders to take part and make sound options for the community.
  • To encourage internal, national and international collaboration and foster community engagement service and capacitate it.
  • To make community engagement service programs transparent, effective and responsive to societal needs and to serve and utilize the community as learning environment
  • To create conducive environment for the expansion and implementation of community engagement service projects based on the objective factors of the region in different disciplines
  • To prioritize community service thematic agendas based on the societal problems and their nature.
  • To generate and transfer of information, knowledge, technology and services to community and stakeholder.

                                                             Community Service projects have been carried out up-to-date:

Immediately after the establishment of Arsi University, in the academic year of 2014/15, there were 11 community service projects approved and most of them has been completed and very few are ongoing. In the academic year or 2015/16 there were 16 communities service projects approve and some are completed and still few are ongoing. In the academic year of 2016/17 about 22 community service projects are approved and ready to be provided to the society.

Arsi University Office of Gender Affairs Directorate

Background of Gender Directorate

Arsi University Gender affairs office was established in 2014 GC as University’s gender focal point. Office of Gender Affairs is aiming in reducing female attrition rate; reducing Gender Based Violence (GBV), enhancing female student’s psychosocial skills. In addition, the office is responsible to coordinate efforts to increase the enrolment and retention of female students as well as the recruitment and promotion of female academic and administrative staff in the University. Furthermore, Office of Gender Affairs is willing to work strong with the sake of achieving Arsi University Mission and Vision. In this regard the Directorate is responsible to perform the following activities:

A gender office directly accountable to the office of the President is hereby established with the following duties and responsibilities:

  1. Identify challenges faced by female students and staff of the University and provide/suggest solutions;
  2. Mainstream gender in the teaching learning process, training and research activities of the University;
  3. Raise the awareness of students and other members of the University about existing gender issues within the University in collaboration with other relevant bodies;
  4. Follow up and coordinate supports provided to female students by the University and other stakeholders;
  5. Work on different gender-related issues raised by students and staff and report to relevant offices, take appropriate actions and follow up progress;
  6. Motivate female students by providing awards to outstanding female students
  7. Provide counseling service to female students
  8. Facilitate activities planned to support female students such as tutorials, trainings on life skills, etc.
  9. Encourage and assist initiatives for female empowerment in academics, and administration;
  10. Create networking with other similar offices in higher education institutes;
  11. Promote and implement gender polices and guidelines
  12. Develops University wide policies and guidelines
  13. Creates and develop linkages between the gender offices of all colleges and institutes, the female student union and the support staff female representatives;
  14. Establishes sustainable infrastructure to support female staff and female students to reach a quota of 50% on each level of the University.
  15. Representing the University in matters relating to women and participate in meeting and trainings
  16. The  preparations of action plans and budget required for the office
  17. The preparation of periodic reports and evaluations on the activities of the office.
  18. Perform any other related tasks assigned by the President.

Completed projects:

Copy house and pool house was established at the University Main Campus.

Ongoing project:

Construction of mini-shop which will going to generate income for Arsi University students who came from economically poor family is currently on the progress.

Future projects:

Identifying Arsi University female students challenges related to Gender Based Violence caused by the University staff and the surrounding society and providing sustainable solution for the problems. Hence, we are looking for research proposal which will be able to specifically address problem of sugar Dadi and sugar Mami. In addition to this we are aiming to give one community service.

 Message of the Director

Dear all stakeholders and community of Arsi University.

Good governance is about the processes for making and implementing decisions. It’s not about making ‘correct’ decisions, but about the best possible process for making those decisions. Good decision-making processes, and therefore good governance, share several characteristics. All have a positive effect on various aspects of an organization, like our university, including consultation policies and practices, meeting procedures, service quality standards, officer and teacher conduct, role clarification and good working relationships. Accordingly, I, on behalf of the directorate, kindly invite all university community to JOIN HANDS FOR THE IMPLEMENTATION of the following tenets of good governance at all levels of our university and support it to realize its vision and mission.

Establishment

Arsi University Ethics and Anti –corruption Liaison Directorate is established based on Proclamation No 144/2000 of the council of Ministers of the Federal Democratic Republic of Ethiopia with overall duty of coordinating ethical issues and advising the president on such matters.

Mission

In cooperation with relevant bodies to ensure transparency and accountability in Arsi university operation by Promoting anti- corruption education, Preventing corruption and impropriety report corruption offences to the president and federal Ethics and anti- corruption commission.

Objectives

Ethics liaison unit shall have the objectives to

  1. Endeavor to create public employees who do not condone corruption by promoting ethics and anti-corruption education work discipline, professional ethics, consciousness of serving the public and sense of duty among employees;
  2. Prevent corruption and impropriety  in public offices
  3. Endeavor to cause acts of corruption and impropriety be exposed and investigated and appropriate actions are taken against the perpetrators.

Brief description of the office and focus areas

The Directorate recognizes and commits itself toward the pursuit of the vision, mission and value   of the university. In light of this, the following are the main and/or focus areas of the office so as to ensure ethics and good governance in the university;

  • Conduct continuous awareness creation activities on University ethics and good governance issues; through different ways
  • Ensure the overall system and sub-systems of the university are well established transparent and serving the purpose;
  • Engage all the university community in the fight against violation of ethics and corruption;
  • Build a university environment free of all kinds of malpractices;
  •  Carry out scientific investigations of the corruption symptoms and rent seeking tendencies in all campuses of the university.
  • Take corrective measures on committed corruption and/or unethical behaviors based on evidence.

Responsibilities / Services

  1. Raise the awareness of officers and staffs Arsi University on anti- corruption  polices, anti- corruption laws, regulations and directives, good conduct and harmful effects of corruption
  2. Follow up the observance of anti –corruption policies, anti –corruption laws and rules and   procedures of Arsi University and advise the president on their implementation;
  3. In cooperation with the appropriate department prepare and cause the adoption of code of conduct of   officers and employees of the university and follow –up its implementation;
  4. Initiate  and submit research proposals to the commission and make the president know the same immediately , conduct research on ways of correcting working methods vulnerable to corruption and impropriety on its own or  with the cooperation of others and submit recommendations to the president and upon approval , follow-up its implementation ;
  5. In cooperation with the appropriate departments advise the president on ways of improving the governance and service delivery of the university with a view to making them  responsive to the demands of the public ; see to it that there is no partiality in service delivers , and report to the president on any findings of such partiality;
  6. Record and report to the commission and make the president know the same immediately, any incident of corruption it has observed or brought to its attention through  whistle blowing ,and follow up the status of the case;
  7. On ways of prompting ethics , strengthening sense of duty and the protection of employees from reprisal measures so as to encourage disclosure of corruption ,and follow –up the implementation of same ;
  8. Receive and verify reports on ethical violations in accordance with the rules and directives of the university and submit to the president for recommendation on further investigation and measures to be taken, and follow –up the implementation of same;
  9.  Where it believes that the ethical violation is serious or it is found to be serious after investigation, report to the commission immediately and make the president know the same;
  10.  Where it believes that rules and procedures are violated  with respect to recruitment, promotion ,transfer or training of employees , procurement of goods or  services or the  execution  of  other contracts, it shall  report to the president with its recommendation on the rectification of the irregularities , and follow  up the implementation of same ;
  11.  Oversee that no influence is made on employee who exposed corruption and ethics infraction; report to the president with concrete evidence the act of  arson who influence or punish or attempt influence or punish such employee, and follow up measures taken against him, where  the influence is from the president, it shall report to the commission the relevant organ of  investigation
  12. Follow up measures taken based on its finding or that of external auditors as well as the reports of disciplinary and grievance committees and decisions based thereon, and report the same to the president with copies to the commission;
  13. Maintain list and detail information of the; combating corruption and impropriety, make  the president know about the circumstance and submit the same to the commission when requested;
  14. Coordinate activities regarding the promotion of ethics and combating corruption and impropriety in the university;
  15. Prepare and submit to the president and the commission, annual plan program budget for its activities, and implement the same upon approval;
  16.  Prepare and submit to the president, with copy to the commission, quarterly and annual performance reports including problems encountered and measures taken to overcome them.
  17.  Carry out other duties related to ethical issues specifically given to it in accordance with the relevant laws

 Major Activities performed by the directorate

  1. Devised strategies of identifying the main sources of rent seeking and corruption with its combating strategies and distributed for colleges and directorates to do the same.
  2. Prepared workers code of conduct in order to guide their overall activities and to have ethical workers.
  3. Adopted check lists to follow up all colleges, offices and directorate weather rules and

Guide lines are respected particularly with respect to recruitment, promotion, transfer, procurement of good or services.

  1. By compiling the finding on the violation of rules, the directorate caused correction measures to be taken on such university employees in cooperation with the appropriate department and university bodies.
  2. Performed the awareness creation activities through providing training, distributing brochures and leaflets.
  3. The office also established a chain of collecting information and nomination by disclosing its email, phone and    office address.
  4. Conductes physical observation to colleges on three weeks interval as per the annual plan of the directorate.

Arsi University Audit Directorate

Internal audit authority and mandate is derived from Arsi University Board. Its functions, activities and operations are defined in an audit Charter. The university Board by policy establishes and supports internal audit as an independent appraisal function to examine and evaluate university activities, operations as a service to management and Board of Arsi University.

Background

The university internal Audit Directorate is one of the directorate offices under the president office of the Arsi University in order to accomplishes the overall activities of Audit works through assurance, consulting, risk assessing and for the improvement of value adding.

The university recognizes that “to audit” means based on consulting the concerned responsible and accountable parties, risk assessing and indicating the problems to take managerial measures, assuring financial and performance documents and for the improvement of value adding based services as per the laws and Regulations of the FDRE Government.

Internal Audit Vision and Mission

  • Vision: To be a leader in the provision of objective assurance and consulting services designed to add value and improve operations to assure the efficiency and success of Arsi University.
  • Mission:To add value to overall organizational performance by providing quality auditing services that result in reduced costs, gains in operational efficiencies and strengthened internal controls.

  • Review compliance with applicable policies, plans, procedures, laws and regulations.
  • Coordinate with External Auditors in the areas above.
  • To employ develop and retain well qualified experienced and motivated audit staff.

The extent and frequency of audits depends upon varying circumstances such as results of previous audits, relative risks associated with activities, requests from management and resources availability.

The internal Audit function

  1. Internal auditing is an objective assurance and consulting activity designed to add value and improve university systems, processes and controls. It is independent of any management functions or officers and has access through the Audit staff to the president of the university if required.
  2. Auditing personnel must have an in depth knowledge of standard practices in the areas under review.
  3. Auditing personnel must have access to all necessary data to form conclusions about the area under review.
  4. Auditing personnel must be aware of explicit guidelines in the area under review as well as the specific communications to those being audited.
  5. Personnel being audited must be provided a detailed review of the conclusions of any audit and be given an opportunity to appeal
  6. Any disagreements to a party other than conducting the audit.
  7. Institutional personnel must have faith in the integrity of the audit and of the officials directing the audit.


The major activities of the university Internal Auditor are to:

  • Ensure adherence of the university to internal Audits standards of the Government of Ethiopia including university policies and procedures,
  • Supervise and lead the internal audit activities of the university,
  • Develop a flexible annual audit plan using an appropriate risk-based methodology, including any risks or control concerns identified by the management, and submit the plan to the president for review and approval as well as periodic updates,
  • Implement the annual audit plan, as approved, including as appropriate any special tasks or projects requested by the university management,
  • Implement entrance conference and exit conference at the beginning and the end of the engagement respectively according to the approved audit plan,
  • Arrange consultation forums for internal audit auditors on audit programs, field work and draft audit findings,
  • Ensure advice on and approval of the audit reports of internal auditors and ensure that for each audit carried out there is a final audit report,
  • Report audit findings to the president and to the Ministry of Finance and Economic Development Audit Directorate,
  • Consult with management of the university on internal audit and internal control,
  • Maintain a professional audit staff with sufficient knowledge, skills, and experience to meet the requirements of the university, and
  • Perform other duties as directed by the president.
